PAYS America was a non-profit organization established in 2003 to provide research and education about the Pay As You Save (PAYS®) system. On February 25, 2009, after the PAYS America's Board of Directors assessed that its mission was complete and decided that it was time to cease operations, the corporation was dissolved.
Since its inception in 1999, the PAYS® system has been successfully demonstrated by six utilities in three states. While none of these programs has been implemented as the market-driven system envisioned by its originators, all of the key elements of PAYS® have been tested. Customers who had rejected previous offers, installed new lighting, HVAC systems, insulation, and solar hot water heaters using the PAYS® system. Participants have included commercial and residential customers, renters and landlords, and public customers (e.g., municipalities and schools). PAYS® has been implemented at both investor-owned and public-power utilities.
Any utility, utility regulator, policy maker or efficiency/renewable advocate wanting to offer market driven programs or programs that do not rely on substantial public or utility funding should learn more about PAYS®. It is the only market-driven system able to harness future resource savings from installations of cost effective efficiency and renewable technologies to pay for upfront installation costs at little or no public or utility cost. It is the only program approach that can be used by all customers, including renters, municipalities, and other customers who have not yet installed cost effective efficiency and renewable technologies.

Finally, implementation information is available on a consulting basis from the originators of the PAYS® system, the Energy Efficiency Institute.
